add settings menu to change language preferences

Somehow, after installing the program I have an English interface in context menu but a friend of mine has a Russian one. I want my Dad to install FolderIco but he doesn't understand English.

Go to control panel - "region&language"-formats and choose the appropriate format.e.i.Russian
(I had to go for English-US to have an English context menu of FolderIco)
